Inadequate port reception facilities
If a port is unable or unwilling to receive waste that is delivered from a ship, to a port reception facility, the ship shall make a report of inadequate port reception facilities. The port shall give a written certificate to the ship declaring that waste could not be received. This certificate shall also be sent to the Swedish Transport agency by the port.
If a port reception facility cannot receive waste from a ship, the person or company that is liable for the port reception facility is obligated to provide a document stating that the waste could not be received as well as the cause for the failure to receive waste to the ship. This document can be analogue or digital.
The person or company liable for the port reception facility should also send this document to the Swedish Transport Agency via email: sjofart@transportstyrelsen.se.
Ships that have, for whatever reason, not been able to deliver waste to a port reception facility should file a report regarding inadequate port reception facilities to the maritime authority in the flag state of the ship. If possible, the ship should also send the report to the maritime authority in the port state where the inadequate port reception facility is located.
Reports regarding inadequate port reception facilities for Swedish ships or Swedish ports should be sent to the Swedish Transport Agency.
