Training leader at a driving school

Those who have acquired a professional qualification as a training leader at a driving school in another state within the EEA or Switzerland may apply to the Swedish Transport Agency to have these professional qualifications recognized in Sweden. Description of the profession

A training leader is responsible for the driving schools education. In addition to teaching the driving license training that takes place in a traffic school, this responsibility includes developing the driving schools teaching plans, designating practice areas and following and supervising the driving schools other driving instructors in their work. The training leaders professional qualification is therefore a pedagogical superstructure to the driving instructors.

Requirements for recognition and approval

In Sweden, in order to receive approval as a training leader, the applicant must

  • has turned 21 years old
  • have a valid driving license in category B issued within the EEA and has had such a driving license for a total of at least three of the last ten years
  • have such a driving license with the qualifications to which the education relates
  • is approved as a driving instructor
  • has worked as an approved driving instructor in a driving school for at least two years
  • has undergone higher education as a training leader, and
  • with regard to their personal circumstances can be considered suitable as a training leader.

An approval as a training leader includes the same driving license qualifications as the traffic instructor approval.

The content of the education

The education for education leaders must consist of a higher education course of at least 30 higher education credits, which includes the following subjects:

  • psychology / traffic psychology
  • pedagogy
  • work and personnel management
  • research methodology and development work
  • media and teaching aid knowledge
  • social and traffic development
  • constitutional knowledge
  • authoritys- and media contacts.

A professional qualification as a training leader who has been acquired in another state within the European Economic Area (EEA) or in Switzerland can under certain conditions be recognized for a corresponding professional practice as a training leader in Sweden. A first condition for this is that the applicant is qualified to practice this profession in the state in which the professional qualification has been acquired.

If the profession is regulated

If training leader is a regulated profession in the state where the professional qualification has been acquired, the applicant must also be able to show the qualifications or evidence of formal qualifications required to practice this profession.

If the profession is not regulated

If training leader is not a regulated profession in the state where the professional qualification has been acquired, the applicant must be able to show proof of competence for such a professional qualification. If these do not constitute evidence of a regulated education, the applicant must also be able to show that he or she has practiced the profession of a training leader in that state for at least one year during the last ten years.

Compensation measures that may be required for recognition

If an acquired professional qualification meets the requirements for recognition for a corresponding professional practice as a training leader in Sweden, any compensatory measures may also be required. These may consist of an adaptation period or an aptitude test, and may be required, among other things, if the applicant's education for the professional qualification deviates significantly from the educational requirements set in Sweden.

In Sweden, an application for approval is required to work as a training leader. In this, the applicant must, among other things, meet the driving license and suitability requirements set out above under "National requirements for approval as a training leader". These driving license and suitability requirements are also set for those who have acquired their professional qualifications in another state within the EEA or in Switzerland. Therefore, the Swedish Transport Agency also conducts an approval test in connection with the recognition test where the driving license and suitability requirements are checked.

In the processing of the application, the Swedish Transport Agency may request a record extract from the Swedish Police Authority.

Application fee

The Swedish Transport Agency charges an application fee for the application. A request for application fee are sent by e-mail when the application has been received. Read more about our application fees.

Processing time for the application

The Swedish Transport Agency shall make a decision within three months after receiving a complete application. The processing time may be extended by one month, if there are special reasons.

If a decision has not been made within these time limits, the applicant may request from a general administrative court, in this case Förvaltningsrätten i Falun, that the decision is overdue and the case must be decided without further delay. 

Temporary professional practice

A professional who has acquired professional qualifications for professional practice as a training leader in another state within the EEA or in Switzerland may, under certain conditions, temporarily practice this profession in Sweden without prior examination from the Swedish Transport Agency.

In the case of temporary professional activity, the professional shall use the professional title of the state of establishment or, if it does not exist, state his proof of formal qualifications.

For such temporary practice, the practitioner must be legally established in another state within the EEA or in Switzerland in order to practice there as a training leader, the profession must also be a regulated profession in that state.

If the profession is not regulated

If the profession is not regulated in the state in which the practitioner is legally established, the practitioner must have worked as a training leader in an EEA state or Switzerland for at least one year in the past ten years. However, such professional experience is not required if the education for the profession is regulated in the state of establishment.

Responsibility of the permit holder

The permit holder for the driving school must check that the requirements for temporary professional practice are met, before register a training leader as a temporary professional in the driving school.

Registration

Decisions on recognition of professional qualifications are registered in the Swedish Transport Agency's register of educators. The Swedish Transport Agency supervises permit holders and instructors for such training.
