Risk training instructor

Those who have acquired a professional qualification as a risk training instructor in another state within the EEA or Switzerland may apply to the Swedish Transport Agency to have these professional qualifications recognized in Sweden. On this page, you can also read about what applies to temporary professional practice.

Description of the profession

A risk training instructor provides teaching in risk raining to students in driving license education within one of the following qualifications:

  • risk training for driving licens category A, part 1 (theoretical risk training for prospective drivers)
  • risk training for driving licens category A, part 2 (practical risk training for prospective drivers)
  • risk training for driving licens category B, part 1 (theoretical risk training for prospective drivers)
  • risk training for driving licens category B, part 2 (practical risk training for prospective drivers).

Requirements for recognition

To be allowed to teach, the instructor is required to

  • have a valid driving licence issued within the EEA, categories A and B
  • have held a driving licence of this type for a total of at least three of the last ten years and be an experienced and skilled motorcycle rider
  • be considered appropriate as an instructor in terms of their personal circumstances.

In addition to what is stated above must the 

instructor for risk training A, part 1

  • have completed special teacher training for risk training, category A, part 1.
  • be approved as a driving instructor for motorcycles, or
  • have documented educational training of at least six months, documented experience of teaching work for at least one year and have completed an approved practical test as described in chapter 6, sections 2-4 of Swedish National Road Administration (Vägverket) regulations (VVFS 2006:65) on driving schools to indicate their ability to ride a motorcycle.

  • have completed special teacher training for risk training, category A, part 2.
  • be approved as a driving instructor for motorcycles, or
  • have an education that can be considered equivalent to a traffic instructor*
  • have documented experience of working as a teacher for at least one year
  • have completed an approved practical test (se above), and
  • have undergone special training for traffic instructors for motorcycles (at least 40 hours).

*. Such training should cover at least the corresponding training period and include at least the corresponding scope of teaching methodology.

To be allowed to teach, the instructor is required to

instructor for risk training B, part 1

  • have completed special teacher training for risk training, category B, part 1.
  • have documented experience of working as a teacher for at least one year.

  • have completed special teacher training for risk training, category B, part 2. 
  • be approved by the Swedish Transport Agency as a traffic instructor, or have equivalent competence.*

* By equivalent competence means that the applicant must have such an education that can be considered equivalent to education for traffic instructors. The education should cover at least the corresponding training period and contain at least the corresponding scope of teaching methodology.

A professional qualification as a risk training instructor who has been acquired in another state within the European Economic Area (EEA) or in Switzerland can under certain conditions be recognized for a corresponding professional practice as risk training instructor in Sweden. A first condition for this is that the applicant is qualified to practice this profession in the state in which the professional qualification has been acquired.

If the profession is regulated

If risk training instructor is a regulated profession in the state where the professional qualification has been acquired, the applicant must also be able to show the qualifications or evidence of formal qualifications required to practice this profession.

If the profession is not regulated

If risk training instructor is not a regulated profession in the state where the professional qualification has been acquired, the applicant must be able to show proof of competence for such a professional qualification. If these do not constitute evidence of a regulated education, the applicant must also be able to show that he or she has practiced the profession of risk training instructor in that state for at least one year during the last ten years.

Compensation measures that may be required for recognition

If an acquired professional qualification meets the requirements for recognition for a corresponding professional practice as a risk training instructor in Sweden, any compensatory measures may also be required. These may consist of an adaptation period or an aptitude test, and may be required, among other things, if the applicant's education for the professional qualification deviates significantly from the educational requirements set in Sweden.

Application for recognition of professional qualifications

  • certified copy of valid passport
  • certified copy of certificates of formal qualifications or certificates of competence (such may refer to professional qualifications, diplomas and certificates with accompanying educational descriptions, certificates from vocational tests, certificates of driving licenses, etc. Read more under the tab Requirements for recognition of professional qualifications)
  • certified copy of certificate of professional experience as a teacher for risk education qualifications A1, A2, B1 and B2 where applicable (read more under the tab Requirements for recognition of professional qualifications).

Application fee

No application fee is charged for applying for recognition of professional qualifications as a risk training instructor.

Processing time for the application

The Swedish Transport Agency shall make a decision within three months after receiving a complete application. The processing time may be extended by one month, if there are special reasons.

If a decision has not been made within these time limits, the applicant may request from a general administrative court, in this case Förvaltningsrätten i Falun, that the decision is overdue and the case must be decided without further delay. 

Temporary professional practice

A professional who has acquired professional qualifications for professional practice as a risk training instructor in another state within the EEA or in Switzerland may, under certain conditions, temporarily practice this profession in Sweden without prior examination from the Swedish Transport Agency.

In the case of temporary professional activity, the professional shall use the professional title of the state of establishment or, if it does not exist, state his proof of formal qualifications.

For such temporary practice, the practitioner must be legally established in another state within the EEA or in Switzerland in order to practice there as a teacher of risk education, the profession must also be a regulated profession in that state.

If the profession is not regulated

If the profession is not regulated in the state in which the practitioner is legally established, the practitioner must have worked as an risk training instructor in an EEA state or Switzerland for at least one year in the past ten years. However, no professional experience is required if the training for the profession is regulated in the establishment state.

Responsibility of the permit holder

The permit holder for the risk education must check that the requirements for temporary professional practice are met, before register a risk training instructor as a temporary professional in the traffic school.

Registration

Decisions on recognition of professional qualifications are registered in the Swedish Transport Agency's register of educators. The Swedish Transport Agency supervises permit holders for risk training and instructors for such training.
