The objective of the Swedish Transport Agency is to enable efficient, safe and sustainable road transport services and a transport market characterized by healthy competition.
We are responsible for adopting certain regulations and ensuring that companies, organizations and individuals abide by them. We also issue licenses, permits and authorizations to transport operators and drivers within the road transport sector.

Temporary regulation for timber transport
During the period April 15 - September 30, it will be possible for foreign transport companies to transport certain round timber without a Swedish commercial transport permit.
The exemption applies to transport operations performed in Dalarna, Gävleborg, Jämtland, Södermanland, Uppsala, Värmland, Västerbotten, Västernorrland, Västmanland and Örebro counties with vehicles that only transport round timber originating from forests damaged by the storm on 27 December 2025 in Dalarna, Gävleborg, Västerbotten and Västernorrland counties.
The exemption aims to temporarily facilitate access to transport capacity in the relevant areas to enable storm-fallen timber to be quickly transported out of the forests.
Notification must be made
A foreign transport company that intends to follow this exemption must notify the Swedish Transport Agency. The notification must include:
- name and contact details of the holder of the Community License,
- serial number of the Community License, and
- registration number of the vehicle(s) that will be used in Sweden.
Please note that the vehicles notified must be registered in the national register in order to be used by the holder of the Community License.

If the notification contains incorrect information, e.g. other number than the serial number stated on the Community License, the confirmation from the Swedish Transport Agency will also contain the same incorrect information. This may lead to problems during a roadside check, so be careful to ensure that the correct information is reported. If the information is incorrect, a control officer may decide that the transport is an unauthorized cabotage transport operation and issue a penalty fee of 60 000 SEK for such an infringement.
Important information
Anyone who hires a foreign transport company under this temporary regulation must inform the driver of the provisions on road traffic and road transport that are of particular importance for the transport.
A driver who is employed by a foreign transport company is posted when the work is carried out in Sweden and this must be reported before the transport begins. Report posting road transport.
The vehicles used in these transports must be equipped with the latest generation of tachograph, a smart tachograph version 2.
