You are allowed to operate an UAS from a moving vehicle, for example a boat or a car, within the limits of the open category. However, you are not allowed to both operate the vehicle and the UAS simulataneously, you need a separate driver. You are also required to keep the UAS in VLOS at all times.

Remember to maintain required distances according to A1, A2 and A3.

In the specific category, you may not operate an UAS from a moving vehicle within the limits of a PDRA. If you want to operate an UAS from a moving vehicle in category specific, you shall apply for a permit using SORA.
