Declaration and operational permits - information for EASA Member States

This is NOT for leisure flying in the Open Category.
If you want to fly in Sweden in accordance with any of the standard scenarios published by EASA, the following information shall be sent to the Swedish Transport Agency:

  • a copy of the declaration sent to the competent authority in the country where you are a registered operator
  • a copy of the confirmation from that same authority.

Please send the documents stated above to the Swedish Transport Agency e-mail address luftfart@transportstyrelsen.se, or via regular letter to the Swedish Transport Agency, SE-601 73 Norrköping, Sweden. Please mark your e-mail or letter with "Declaration of STS from non-Swedish EASA operator".

If the application documents contain sensitive personal data, personal identity numbers or data covered by professional secrecy, the documents should not be e-mailed to the Swedish Transport Agency.

When we have received the documentation, you will get a confirmation via e-mail.

Do you hold an operational authorisation issued by the competent authority in the Member State where you are a registered operator, and do you want fly somewhere in Sweden in accordance with the conditions stated in the authorisation? In that case, you should send the Swedish Transport Agency an application containing the following documentation:

  • A copy of the authorisation issued by the competent authority of the Member State of registration.
  • A description of the area in Sweden where the flight is intended to take place and, if necessary, a revised risk analysis containing updated mitigation measures adapted to the area in question. This concerns mainly the risks considered specific to the local airspace, climate and terrain, as well as to the way the area is populated.

We examine the documentation, and if we find that it meets the requirements, we will provide you and the competent authority of the Member State of registration with a confirmation that the updated mitigation measures are satisfactory.

If the application documents contain sensitive personal data, personal identity numbers or data covered by professional secrecy, the documents should not be e-mailed to the Swedish Transport Agency.

Do you hold an LUC which is issued by the competent authority in the Member State where you are a registered operator, and do you want to fly somewhere in Sweden? In that case, you should send the following documentation to the Swedish Transport Agency:

  • a copy of the LUC with UAS Ops Spec
  • information about the area in Sweden where the flights are intended to take place.

When we have received the documentation, you will get a confirmation via e-mail.

If a competent authority in another EASA Member State has approved the conditions for a Swedish-registered operator to carry on activities in that other Member State, the authority in question shall notify the Swedish Transport Agency of these updated conditions.

The notification shall contain a confirmation that the updated mitigation measures are satisfactory. The updated conditions shall be clearly stated in the confirmation.
